you should reward the best animators in each categorie, like in the actual oscars: Sound effects, producing, acting (in this case you should avaluate the uploaded voice clips), the best script.... This event should take place every year. The prize could be some go bucks, or something like that. (sorry about my horrifying english)
Very unique. GoA already has AOM and Staff Picks, but this is different and more specific. Hopefully GoA will take this into consideration, it could turn out very cool! ;-)

They probably could but not for a while cause of the new themes they are working on and CCv3. It's a good idea though.
