the little peepz character creator already has some spy outfits for little peepz characters. I think you can find the already made characters in the cops and robbers section.
You can already do this in LIL' Peeps, but I agree that some new Spy equipment and spy hideouts may be needed. So we can cross our fingers. But try to be more specific about what you want in the theme, and see if what you want is already in Lil' peepz. if it is, Alvin won't approve. Be more specific and then send it to Alvin. :D

but a theme would have more benefits

You can already make spy characters but I would have said an action pack instead
