There will be a few sites where you can get the symbols from (or at least tell you how to get them). So like Joker27 said search for it in Google :) or ask one of the users who has already got them in their username.
For your second question in the terms of use it says 13 as minimum age, but I've seen a lot of animators around the age of 10 and maybe younger on the site :)
Those symbols are usually created with Alt Codes (check in here, for instance http://www.tedmontgomery.com/tutorial/altchrc.html ) and I would get away from them. In some browsers they just show like blank squares, so most times I don't really distinguish the animators who use them. Not really interesting in my humble opinion.
@Jami429: the age is suited for 13 and older, but it doesn't need to be a minimum age, it just means that there can be content not suitable for under that age.
1:Just google it then copy and paste if you got a laptop.
2:Ive seen 7 year olds on here so the minimin age is when you learn how to read and work a computer.
@g¡psy- Thought so :) Just wasn't too sure, to be honest I hadn't read the terms of use for a while and couldn't remember exactly what it had fully said about the ages. So I followed the comment above but just added that they're users that are under 13 that do come on here as well :)
I don't recommend those fancy names. While it might look cool, many people don't bother to read them or can't remember them if they do. Some also can't be bothered to cut and paste, so they won't be mentioning your name. I for one can only recall one or two members who have used the symbols and I have seen thousands. If you don't want people to know you or remember you go for it. But if you do perhaps only do it for one or two letters so people actual know what you call yourself.

Q1: Some people use google translate. Ive seen many of times, people using thai.

First of all, there are many symbol websites. I recommend Fsymbols.com
Second, I think it is 13.. but I've seen younger.
